You mean the cheating or the hex-editing? Cheating is easy (unless youre playing on the 360, but I assume you aren't), just do a search on ME1 console commands in google, should be easy enough to find.
Tranfering morph information through hex-editing will be much trickier on the other hand, unless you already have some experience analyzing binary files.
If you're really motivated, I made a post a while ago on the ME1 forums on how to trick the game into thinking your character is of the opposite gender (for same-sex romances). Some of the information in that thread could probably be of use:

Now for the facial information : it seems to be located in the player.sav files judging by some strings I'm seeing at around offset 22C0. If you can spot where the information is stored exactly, and then copy it from one savegame to another, you might be able to transfer the facial data. In fact, I think I'm gonna go try that right now.
Edit:Okay, just had a more in-depth look at the player.sav file. Forget about doing this manually, it'd be easier to write a program to do the transfer. I'm not exactly sure where the facial data is in the file (I'm actually a pretty big noob at this). I can see the descriptive strings near the start of the files but the actual values are definetly not next to them. They should be somewhere in the bunch of data that comes after all the descriptive strings, but I'm not quite sure how to figure out where exactly, and not quite motivated enough to try to learn more.
