I'm building a PC, and getting Windows 7 64-bit. However, I've heard that DA:O Ultimate Edition crashes a lot with this OS.
Is that true?

Crashes more often than not happen due to hardware faliure or inadequate hardware. Not because of Windows 7 64 bit. Tons of people with that OS do just fine i wouldn't worry about it.

Thanks. I'll be putting way too much money and time into this PC to have it not play the main game I want to get.

Consider that a vast majority of the people who bother to comment on the game online do so *because* they have a problem. People who have no problems probably aren't motivated to comment on forums such as this one. So you may only be getting part of the picture.
In my case, Win7 64-bit works great for the game. I opted for the Professional edition, for reasons unrelated to Dragon Age. From a game standpoint, that's not needed... Home Premium should work just fine.
