Let's say for the sake of this thread the climax of Mass Effect 3 involves warping in a combined fleet of nearly every species in the Galaxy into the Local Cluster to save Earth.

Each group would have a leader and subordinate you could assign much like the final suicide mission of ME2.

I'm trying to come up with a comprehensive range of suitable characters.

Fleet Coordination and counter-reaper intel - Shadow Broker... or EDI... or TIM....

Human Fleet - led by Commander Shepherd & Admiral Hackett (or Conrad Verner?)

Migrant Fleet - led by one of the Admirals I imagine (you would get to choose) & Tali

Geth Fleet - led by Legion and perhaps one of the Heretic Geth (OR EDI)

Rachni ships - Rachni Queen Hivemind

Turian Fleet - Septimus Oraka (he will come out of retirement) and Garrus

Asari Commandos & Quarian & Krogan Marines - placed on every ship to board Reapers and disable the internal cores like the IFF mission - probably led by Wrex and Grunt, maybe Kal'Reegar

Asari fleet - some Matriarch.... Samara maybe?

Terminus Rebels - led by Aria and perhaps Zaeed

Cerberus - Miranda, Jacob

OK I'm out of ideas. Someone help me please.

TIM and the Shadow Broker will never take a overt position of authority in the fleet because of the damage it would due to moral. They may be providing intel and logistical support, but that's it. EDI will need to disguise the fact that she's AI.

Hacket will probably be in command of the Alliance vessels, but Shepard will be on or behind the front line.

The Geth have no leader, they build consensus. Legion will probably be a liaison with the other factions or as a communication uplink for Shepard though.

Garrus is not fleet command material. His specialty is small squad tactics, not naval warfare. He would be better employed with Shepard.

Samara is a Justicar, not a fleet commander. She's more likely to be leading Asari commando boarding parties than on the bridge of a dreadnought. Matriarch Aethyta might make an adequate choice due to her aggressive nature, but is unlikely due her lack of military position.

Also, David Anderson will probably be at the head of an ad-hoc militia force made up of the survivors of the Reaper strikes.

Speculation aside, most of the fleets that we have not been explicitly informed of their leadership will probably be lead by someone we've never even heard of before. Turian, Asari, Salarian, and Batarian fleets already have a command structure and do not need to find people that Shepard has met to lead them into battle against the Reapers.

Hanar Fleet- led by Blasto.

And I vote for Matriarch Aethyta to lead the Asari fleet. Someone needs to kick the reapers in the Quads...

We should definitely end up bumping into Captain Kirrahe on some super secret STG mission, maybe Shep will meet up with him INSIDE a Reaper

I'd say Liara would be at the forefront to coordinate the entire galaxy.

*************************************************************************************

As for each species, not sure if they would help Earth in the first place.

At any rate Shep, Joker, EDI and the Normandy would be enough

Why do people assume that old squaddies have to be elevated to fleet-leading positions?  Seriously.  Garrus does guerrilla stuff and totally clashes with the turian higher-ups.  He'd lead a small team, sure, but he's not gonna convince an entire species to join your cause, much less lead it.

Anyway, assuming we have a bigass battle on the way, here's all the possible allies I can think of, along with who'd be in charge.

GROUND TROOPS (cannon fodder)

Rachni - under control by the queen, but they don't need her present.  Hive mind and all.
Turians - General Partinax, hell yeah. (See Cerberus Daily News)
Geth - group consciousness, they lead themselves.
Krogans - Wrex.  Duh.
Alliance - Some general we haven't met yet.
Mercs - their respective leaders.
+Anyone else who has an army

FLEETS (bombardment, yeah baby)

Quarians - the admiralty, but not Tali.
The Alliance - Hackett.  Duh.
The asari/salarians/turians - no idea, lol.
Batarians - Who knows?  But Shep'll find some way to convince them to work with us.  You know it.
Geth - again, they lead themselves.  Legion is just a collection of geth.
Pirate Fleets - Aria bullied them into contributing for you.
+Anyone else who has a navy

SPEC OPS (infiltratin' up in yo' shiz)

Alliance - The VS.  They have experience in this sort of thing, and now have the rank to do it.
Salarian STG - Captain Mothaf*ckin' Kirrahe.
Asari Commandos - If we're going to do something with Shiala, this is it.
Quarian Marines - Kal'Reegar, possibly Tali
Turian Cabals - A nice spot for Garrus here, if he drops the "grr, imma rebel" thing.
Geth - Legion will be in this one.
Shepard's Team - led by Shepard, durr.
The Spectres - work faster on their own.
Justicars - see Spectres
Rent-a-Drell - courtesy of the hanar
Cerberus - Miranda/Jacob
+Anyone who has specially-trained small units

ATTACK COORDINATION - Liara and Anderson, plus any other relevant characters.

Well besides from the plot with the Collectors in Mass Effect 2. It seem quite clear that with all the knowledge of the Mass Effect Universe we learn it was setting up for the third installment. Take the Loyalty missions for instance. So its not too far fetch to see this theory come to light in December when the third game is released. But like others have said, i doubt our party members will be the leaders of said forces. But there is no doubt they will play a role in the influencing factor when it comes to getting said species support.

All you need is Wrex + Shot Gun + Assault Rifle and Commander Shepard with two Cains duct taped together. FASTEST. WAR. EVER.

Hey I forgot about Kirrahe and the Council Spectres. Good points.

And if Shepherd was put in charge of everything and wanted people he could trust I'm sure they could allow for *former* party members to be elevated to a position of authority in the final battle.

Then we'd be left with new squadmates...

Honestly I think more than the various factions will be lead by their actual commanders and that Shepard and the team will be busy in some commando-strike last mission. Only a few of them have the abilities and the concret chance to become leaders enough important to command the various fleets and groun forces.

The only squaddie I see as being a potential fleet commander is Tali. If she's added to the Admiralty Board.

We don't really know if she has any experience actually commanding a fleet and what I've seen on Freedom's Progress and Haestrom, well... maybe a blind vorcha will keep more people alive.
My opinion is with an outsider, noone from the squad has the necessary skills to command tactical fleet combat, nor in Cerberus (at least considering what we know, it could be revealed that TIM was secretly a well-respected admiral with enormous space batlte experience) if I were to vote, I'd say Anderson or Hackett do it.
