I replaced my original XBox, and transferred my original save games to my new hard drive.  I know the FAQs say "Your save games must exist on the original storage device that was used
when you played through and completed Mass Effect 1. This can be on a
MU or on the Xbox 360 hard drive."

Since I really would love to transfer my original character, would it be possible for me to go back to ME1, create a new game+, save that game on the new hard drive, play through it, and then import the character?

Alternatively, since I still have the original (but much smaller) hard drive, can I swap hard drives, use the import function in ME2 and save the file to my MU?

You can only use NG+ on the hard drive you've completed ME1 on; same goes for importing into ME2. If you have an MU, you can copy the save to it, then copy it a second time to your new hard drive, and then load the save from there and beat Saren again (should be close to the end) so your importable save is registered on the new hard drive, at which point you can import said character using the new hard drive.

If you have transferred your saves to the new HDD it's ok.

Me too I had to transfer from old to new HDD. l loaded the last save, re-played the end of the game (Saren) in order to beat it on the new HDD, then imported in ME2.

No problem at all.

Well I didn't have any saves from near the end of the game, and I was hoping for a solution that didn't require me to play the game all over again.... however, it has been a few years so I can have fun with it again. Free replay value

Actually, if you have completed the game already but haven't replayed it with the same character, there should already be at least one [auto]save just prior to the final fight against Saren. Consider checking back with your saves.
