I completed the game, and i recently bought liar of shadow broker, but
i'm not recieving any mail to do this mission, so i have to start all
over again or what to do??

Ah... i sold my xbox a few months ago.. so i surrender.
But your best bet would be to start a New game.. or New game+ (import the character you finished the game with)

Technically you should be able to play LotSB after the Suicide Mission.
Try loading a current game save and see if you get the pop up message regarding the mission to hand Liara the intel.

Another way to check would be to go into 'Journal' and to look under missions if the pop up message is missed. If LotSB isn't there then the game, for whatever reason, is not recognizing your download.
I would also suggest checking the 'Your registered game promotions' tab here to see if LotSB is recognized as being purchased. Also check your hard drive as well to see if it's there. (Mine shows it to be 1.6 GB.) Never hurts to check the simple things.
About simple things: just to eliminate other possibilities, is the email you use for EA the same as the one for XBox Live? It could be an account issue (though I usually see that issue related to Dragon Age).
If all that seems to have been done then you could start a new game, though you shouldn't have to (I didn't); or, I suspect, you may need to redownload it.
If that still doesn't work then I'm pretty much out of suggestions (hopefully others will know what to do), then I can only suggest contacting EA about it (scroll down to the bottom the page for links).
