I've collected all four armor pieces and the insignia, but the Shaper won't bring up any options for me to turn it in. I've also gone back and killed the Gangue shade, but I still can't turn it in.

Also, I still have the first quest for helping Lord Bhelen in my active quest log even though I helped Lord Harrowmont. Is there any way to have this removed?

You really should take quest-related problems to Spoiler forum.



The solution is this: hold down Tab and look for a book/tome to the right of the Shaper. You don't talk to him about it.

I did that, too, but I'll try it again.



Any thoughts on the second problem? Getting the quest out of my active journal which is impossible for me to complete?

The book that you need to interact with is called Memory and it is in a alcove to the east of the Shaper. A dwarf called 'shaperate scribe' is sitting on the rug in front of the book.
