I can't believe you hate Garrus. As for one line in your post about him not respecting Paragon Shepard in ME 1 um where did this happen? He had great respect for Shepard.

Can anyone give me a real reason why:

A) Garrus is in ME2 from an in-game persective.

And

How his character develops in any meaningful way whatsoever over the course of ME2.

So far the entirity of the Garrus defense has been, "I like Garrus and I also think other people like Garrus why don't you like Garrus?".  Argumentum ad populum isn't really all that convicing.

^What does that counter point even mean?  Garrus's mom is dying and he won't even go visit her.  He's off playing space Cowboy on Omega/the Citadel and offers to only send money like a father who thinks buying his children fancy toys will make up for not spending time with them.  If anything Garrus does not place much value on his family, which I think is a good reason to dislike him.

If you think breaking the law and playing vigilante is "badass" then that's fine.  But that doesn't mean everyone does.  Personally I think showing no respect for the law or authority (as Garrus does many times with C-Sec) is a bad character quality, especially when you're trying to recruit this guy to your team.  He's shown that he's not much of a team player already; he wants to do things "his way"

Point - He's a horrible leader.
Counter Point - * I'm the boss not him. So I don't care.[still he ain't bad leader]

^1) Just because you're the boss of him does not mean his failures don't reflect his character.
2) When you get your entire team killed then you're open to being called a bad leader imo.  I don't really care if it was mostly Sidonis's fault; Garrus led a gorup of like 12 people into an entire space station known for being completely lawless.  It was a suicide mission, and not a necessary one like Shepard's mission.

^Arguable.  I remember him saying a couple times that he didn't need my Shepard to agree with him or that he was going to do everything his way.  IMO that's really disrespectful to say when that person is there helping you purely on a personal favor, especially so when that person is your commanding officer.

So, yeah, I don't see how the reasons are stupid.  If you want to provide a counter to my reasoning aside from "Everyone loves Garrus; you'se trollin'!", please do.

If he did that then he would lost 11 men there, not 10 much later do to Sidonis's betrayal.
He already was deep in that "space cowboy" or whatever you want to put it and he couldn't visit his family.
