Not surprising. Nobody is going to worry about marketing over there either, it's just an uphill battle. It's a shame, really. J-RPG devs really need a few hints to revitalize the genre.

I have no problem with Japanese people. But I hate Japanese mainstream culture. I feel that most of the stuff they love is garbage. Anime, über cheery pop music, all that fanfare? I can't stand it. And if that's the topic of discussion, then I'll be vocal in my low opinion of it. But that doesn't indicate racism. I can still admit that they have an awesome traditional culture. Sumo, for example, has none of the excessively feminine characteristics that turn me away from Japan.
The very aspects of their culture I outlined, however, are why Mass Effect isn't going to succeed in that region. The Japanese have long had a preference for more linear storyline development, which allows the developer create a much more elaborate plot than one that has to accomodate the variable decisions of the player. They also value different characteristics in characters than people in the western world. While we value stoicism and strength, they value emotion and passion. For a game that is so extensive in character development, this is a major barrier in the regional jump.
