Can't download Cerberus Network stuff in Japan. Furious, frankly.

I just upgraded my internet and finally gained the ability to aquire Xbox Live stuff via download.  AND, I hasten to add, my prime reason for doing so was to play Lair of the Shadow Broker which has been tantalizingly out of my grasp for many months.

The problem: I logged on to Creberus Network and selected "downloadable content" in gleeful anticipation of more ME2 awesomeness, only to discover that there were "no items available for purchase at this time."  I see that some people in newly added Xbox Live countries are having similar problems.  Is there any way to solve this?

OK, so a couple of hours of poking around on Xbox Live has revealed the apparent cause of my problem: my in-game Cerberus Network will only allow me to download items that are available for purchase as English lanuguae software in Japan.  Why?  I haven't a clue.  I was finally able to play LOTSB, which I enjoyed very much.  Still, it seems unfair that I would be denied all the free stuff.  friends of mine were able to get hold of it no problem (though they got it quite a while ago).
Also, weirdly, when I was trying to redeem some Dragon Age promotional freebies, including the Dragon armour and the Stone Prisoner DLC, I was told that something was wrong with the network and asked to try later. 
Is there a connection here?  I'd be very grateful to anyone who could shed light.

So, I know this thread is a few months old, but just thought I would chip in to add that i find myself in pretty much the same position (playing an English version of ME 2, from Japan).  Except that I can't download anything.  And I put extra points on my account for this purpose alone - I honestly feel that I've been ripped off.

The Japanese XBL Market also only has the weapons and armor packs (which I have absolutely no interest in at all), but none of the actual missions/character dlc.

Several things with cases like this I would imagine: Microsoft, EA and possibly BioWare.

I recall one forum member trying to bring this issue to the attention of the BioWare personnel to see if that can kickstart something. Given the time I wouldn't say there was much success regarding that. Though I would suggest hesitantly that one could always PM the mods to see if they could get the issue raised; particularly those who do work for BioWare (like Chris Priestly).

Sorry that there's no real advice I can give; the issue is far too specialist and expertise I imagine on the issue is thin on the ground with regards to the fans here.

Since the new ME2 (jp) PS3 version will include with the game all DLCs, does this mean that the xbox versions will be made available in Japan?
