The file is perfectly legit, but even if you do download it, it won't work until you've actually purchased it. Just convenient to have it to install as soon as you purchase it, rather than wait a few minutes to download after purchasing it for some, I guess. Purchasing it through the link in game instead of the forum is just as official. The file and ability to purchase it is already there, the website just hasn't updated yet. As to why, who knows.

I suppose our local publishers don't want to do a little programming? Again?
We've been asking them some time ago if we should expect them not to release new DLC's to not get our hopes up. The funniest thing is that LotSB "was supposed to be a single issue"... Oh, silly me to believe them.
