I downloaded it through Steam. I have looked at youtube vids and looked up steam instructions for modding. I don't have a path that goes to MassEffect2InstallDir\\BioGame\\Config\\PC\\Cooked. The furthest it takes it is just into Config and there is no PC path there. Any ideas?
Just downloaded the PC version and can't find the coalesced.ini file.

Sounds like you went to User directory instead of installation directory. Are you sure you are looking at STEAMinstallDIR/steamapps/common/mass effect 2/BioGame/Config?
