I have recruited all the team in the dossiers except for the Justicar, but then I go back to Ilium to Liara and she directs me to tracking officer Dara, but when i approach Dara, the word 'talk' is greyed out so i can't interact with her to get to the next step. In my journal it has a tick next to 'talk to Samara" but I don't know what to do to get any further in recruiting her. I have completed many other missions including the assassin in the same place and loyalty missions and just finished the Reaper IFF. Did i do something wrong? Please help!

thanks but this seems to be a glitch/bug as it is impossible to interact with Dara to continue with Justicar recruitment

Its a bug. Either load an ealier save and talk to Liara, or download Gibbed's save game editor from masseffectsaves.com, and activate her recruitment that way.

sorry I am new to all this technical stuff about saving and modifying - if i went back to redo the save where i recruited the assassin (and went through the fight again) could i stay in Illium, go back to Liara and be able to access the Justicar mission after i finished recruiting him. I am worried how this will affect everything i have done/achieved since as I have done shadow broker and all other DLCs. thanks

If you reload an earlier save, and then talk to Liara, it will be as if you have not done shadow broker and all other missions. You will have to go through them all over again.
