I'm assuming its like DA:O. If you meet the stat requirements, you can use it. Nothing stopped mages from using 2handers in Origins. But unless they were Arcane Warriors it wasn't overly practical for them to do so.
Since it gives mana/stamina it seems to imply its not class restricted in any way.

Didn't mana translate in stamina for warriors and vice versa in DAO? I mention this because I heard it once but it never mattered enough for me to double check it. Sounds like a reasonable deduction but doesn't make it true.
