I'm currently at the lands meet and have talked to both about their marriage. They have both agreed to marry and I've told Anora I will support her fully if she speaks against Loghain but come the time of the landsmeet I get everyone on my side, I duel Loghain myself and spare him and try and go with the grey warden option.

Alistair though goes bonkers and refuses and says that he'll take up the crown if it means he can kill Loghain. I'm given the chance to select either him or Anora and then mention, "Weren't you two going to marry?" but upon doing so they refuse once more and Im' stuck picking one or the other.

Anora  and she'll have Alistair killed. I can get her to let him go but that's it. They won't rule together

Alistair and he'll instantly go over to kill Loghain.
 

I'm at a complete loss as to what needs to be done for them to rule together and I get Loghain in exchange for Alistair. In regards to hardening Alistair, I cannot remember if I have done so or not. Is there any way to check? Does it even effect this? I have max coercion btw.

If you have max coercion and it does not work, it means that you did not harden Alistair. If he's hardened Anora will tell him to compose himself and you can recruit Loghain. You will have to load a previos save and do Alistair's companion quest again.
