Is the toolset or will it be availalble before the game release next Tuesday?
Can I donwload and use the toolset now?

The tool set will be available to download on the first release day, if I remember rightly.

Shadow180 is right, the day the game is released so will be the toolset. It comes in the PC game so assuming your buying DA you wont need to download it from the bioware website. Its free if you do, but it wont be necessary.

The toolset require that you have the game and it's resources. and you will have to download it from this site.
