One fairly simple question: If I were to activate my Cerberus Network key code and I download the DLC that comes with it and then, for whatever reason, my computer stops working, will I be able to redownload it from this same account for free or will I have to pay for it?

Yes, you can download as many times as you like.

The same goes for all DLC, They will all be under "your registered game promotions" under your 'profile'.
