I don´t kow who´s coming back, is too early, but here is my "Dream Team" for ME3:



Ashley and/or Kaidan.



Garrus.



Tali.



Legion.



Grunt.



Samara and/or Morinth.



Mordin.



Miranda & Jacob.



Ashley and Kaidan were not included in ME2 because Bioware said they were too important to risk their lives in a suicide mission, so they wil surely return.



I don´t include Thane because he will probably be dead (Thane dixit) when the events in ME3 take place, if the timeline of events is of 2 years as it was between ME1 and ME2.



About Jack I must say that i don´t particularily like her (personal taste) but she may return specially if she was a LI.



Liara may play an important role as the new SB but I doubt she´ll be a squad member.



My great questions are: what role will play Cerberus and TIM? specially if we chose not to hand him over the collectors base.



Will they help us and when the Reaper threat is gone try to stab us in the back or simply forget it all because Shepard will be the new and geatest galactic super hero and is not convenient to take any action against him/her?



Only time will tell, and I can´t wait to play ME3 :-)

No he can't. When he dies on the Suicide Mission, he's dead for good. If he dies leading the second fire team, you will see him trying to connect to the Geth hub and failing. Apparently the galactic core is too much for signals to penetrate.

My reservation about the ME2 squad coming back is that Bioware could potentially waste a lot of money, in their view, on voice actors who don't get used because that character is dead in ME3. There's so many vairables in ME2's ending that it would make more sense to me if the ME2 squad does only get cameos and emails depening on the save.

This whole squad member deal is Bioware's biggest chance at making our choices matter. We whine and moaned about how nothing mattered in ME2 and now Bioware has the chance to fix that.



If that squadmate is dead, they are dead!



If the squadmate is alive then you have them from the get-go. (with the old ME1 squadmates rejoining through story means.)



If you didn't get them from DLC then you luck out and you don't get them in ME3. Simple.



It's not a waste of time for Bioware, IMO.



If anything including the DLC characters as returning squadmates would encourage people to download them.



This is what I hope Bioware has done. It would make the recruitment missions and loyalty missions seem more important even in the next game. And we can all just quit complaining and be happy. :)

I want them all back because I don't want to see only subpar cameos like in ME2, to add replayvalue and to give us choice and make them matter.



But realistically speaking my main Shepard would want Garrus, Tali, Jacob, Wrex, Liara and Ashley back. Mordin and Miranda are out because they died. The others feel more like supporters instead of real companions but I'll still be bummed if they've just vanished or leave without me having any say



However if I have to choose between getting everyone back with less drawn out dialogue or getting only a couple of back as squadmates and rest as minor cameos I go with the former. I don't need to hear any more Tali's childhood stories or such, just make her briefly comment on what's going on and make her seem more real during gameplay with short lines and smarter AI. The same applies to everyone else

That's the sensible thing

But I bought this game mainly because it is a series that transfers the choices (and "accidents") to the next game (something I wanted to see in KOTORs) so I won't accept Bioware just cutting corners to make a single linear game with choices that matter as much as in Splinter Cell or Marvel Ultimate Alliance

My guess is Garrus, Tali, Liara, Kaiden/Ashley are back as squadmates by popular demand. Grunt would be back as well cuz Shep is his Battlemaster along with two or three new additions.
Miranda, Jack, Jacob, Mordin, Legion and Thane would be back in more minor roles, hovering around the ship performing other non-combat duties but still part of the team like Joker.
Anyone squadmates who died would be absent but their "classes" would be doubled over to prevent you losing out on a tactical choice, kinda like how Ash and Grunt are comparable in specialization. The minor characters would just not be there. 
It would be cool if Zaeed, Samara and Kasumi would return but their ties to Shep are not as close. They can be written out of the story.
Also I hope Wrex comes back to the party. Shep + 2 Krogans = you're dead.
