While Biotic powers use brain power, so to speak, the same can not be said of Tech powers which use mechanical "augmentation" and should have no effect on each other. We have 2 different "power sources" using 2 different "output device". What's the logic behind this?
Why is the Biotic Cooldown tied up with that of the Tech Cooldown?

It's a gameplay decision. Global cooldown is an integral part of ME2's combat.

If you want a "Lore explanation" you could say that both your omnitool and biotic amp is synced to your armor's kinetic shield generator for optimal use.

Maybe its awkward launching a biotic power and tech power at the same time, so nobody does it.

In universe logic: Your suit is run on an internal power source. This power source is responsible for running both your omni-tool and bio-amp. Running both at the same time could be overly taxing on the power supply.
Gamebalance-wise: Balancing Sentinels in general and any class with a bonus power that's the opposite of their normal field with classes that only use one of the two would be a nightmare. You'd need to drastically extend the individual cooldowns or nerf their effects in order to not make Sentinels even more powerful than they are now.

Not counting bonus powers, the Sentinel is the only class for which this would matter.

The first game had no global cooldowns.
It's a gameplay mechanic. Get with it.
