Hiya, I am a compete green horn to this so please use n00b lingo to help please!
I am trying to open the NWN2 toolset on my laptop and it just wont open, I really like to sort this out asap.
Any help getting rid of this problem is a huge help to me, thank you!

Check the different sticky about it. DX9.0, .net librairy, Driver, video card compatibility and so on.

Are you getting an error (like a .net exception dialog box) at all? You probably don't have the right version of something (.net, directx, etc). Check the requirements and make sure your laptop has everything required. You might find more information on the tech support forum.

Done the DX9.0 and .net libairy opptions with nothing fruitful, I have updated to .net framework 4 with nothing. I have also tried to change the compatibillity settings. I have a top XPS laptop so it can/should handle pretty much anything.
I'm still reading the sticky but it's all I have heard before, and I am not that great at computer lingo. I'm a noob.

Unfortunately, the onus (responsibility) is on you to sort it out. Telling us you have great system specs does nothing for us. I recognize the NOOB! status and so make these recommendations:
First, find out your system specs:
RAM
Video Card/Chipset w/dedicated Video RAM (Not Shared)
Processor
OS (that's Operating System, like Win7, etc)
The Game, which version, and is it fully patched?
Is this the first time you've opened the toolset?
The more details you give us, the better we can assist you. NOOBs get no safe pass on making sure adequate information is transmitted.
All that said, I am about 99.9% certain you have either a Direct X or .Net issue. I'm leaning towards .Net. So, go gather your data, collect it and put it together, then report back, soldier!
And then maybe we can guide you more solidly to a resolution.

I had just uninstalled and reinstalled the game to see if a clean slate would sort the problem, it didn't!
It was fully patched and the lastest version (although the number escapes me.) And yes this my first time loading the tool set.

Try running the toolset with Administrator rights (don't use the launcher, navigate to Programm Files/Atari/Neverwinter Nights 2 and run the NWN2ToolsetLauncher.exe directly by right-clicking on it and choosing "run as administrator". If that works, you can assign those admin rights to the .exe permanently via the properties and use the normal game launcher again.

btw, .NET 4 isn't the one you want
The general area is .NET 2 to .NET 3.5 (i'm inclined to say 2)
(win7 comes with a version preinstalled, no?)

Checked that card; it isn't shared memory so you've done one thing right.
I do wonder about the (only) 2gb of ram though. Might not be enough overhead there.
And you still haven't told us what error you get.

I fixed my toolset problems by shutting down Zone Alarm when working on the toolset. It is the only thing that fixed my problem. If you have za, its worth a try.
Weirdly, my old Windows XP laptop can run the toolset with Zone Alarm on fine, but my Vista PC cannot.

Btw, running the toolset with only 2 GB RAM isn't great, but it's do-able. I only have 2 GB RAM (with Win7) and can run it fine as long as I'm disciplined about not having too many other applications open. In fact, I added encounters to several hundred areas for a PW with this system. I did have to be careful not to have too many areas open at once (rarely hitting the toolset's max of 3 areas at once) and couldn't have multiple copies of the toolset open like some people can.
In short, RAM might present a general performance issue with the toolset, but it really shouldn't prevent it from launching. The problem is most likely elsewhere.

2 gigs of ram is plenty. I built PoE with that and a 512 meg video card, and on a regular basis had two copies of the toolset open to copy stuff back and forth from conversations.

I've been able to do this just by opening the TS and then simply opening it again. I first did this by accident because of the long time that the NWSplashScreenForm (how it's displayed in your Task Manager while loading) takes to actually open the TS.
Then you have two copies open. I think most people find this helpful if they want to copy scripts or other resources between modules that can be copy-pasted, or journal-entry type stuff.
