Like someone said, for the mini-games, if they really have to, there's where it should be. Hacking/bypassing, mining, navigating the galaxy map, those kinds of things. If the voice input could work, I'd like to be able to say commands "Hold this position!" or things like that to squadmates.
But honestly, it would probably not work very well and wouldn't be worth the effort. Especially since it would divert resources and time better spent on making the actual game better.
