Well, in the course of my unused audio investigations, I've obtained the answer.  The priority ranking is as follows:

1. Thane
2. Jack
3. Garrus
4. Legion
5. Grunt
6. Jacob
7. Samara/Morinth
8. Mordin
9. Tali
10. Kasumi
11. Zaeed
12. Miranda

I also figured out the priorities for who will propose the biotic barrier plan:

1. Samara
2. Jack
3. Thane
4. Jacob
5. Miranda

Lastly, at the end of the Long Walk, the person who says the "We gotta go" line follows the same order as the deaths in that scene.

I almost always have Thane answer. I think out of the 6 times I've beaten the game, Thane answered 5 times. Grunt was the 6th if I remember correctly.

Well, that would be because he's got the highest priority.  If he's alive and not in your party, he answers.

Do you have the lines themselves? I really want to know.

Or are they all just generic repeats?

I don't have them transcribed.  Also, right now, I'm working on figuring out the order for who comments during the talk with TIM in the Collector base (there's two priority lists: one for the squaddies who comment after  the "This place is an abomination" response and another for those who comment after the "You think it can help?" response).  Figured I may as well since I'm checking the dialogue for that conversation.  I.e., you can search the forums, or I can transcribe them later if you can't find the lines.  I know I've seen topics about it, though I don't have the links at hand.

I would love to see this if you get the chance!

I did that once. Sort of. I claimed it was science, but it was pretty unscientific how I went about it.

Yeah, I just found that a few minutes ago, after I'd already done a bunch of testing.  I've gotten different results though.  I'll post 'em when I'm done.

OK, got the results. Like I said, there are two lists: squaddies who comment after you choose "This place is an abomination." and those who comment after you pick "You think it can help?" So my results...

"This place is an abomination."

1. Miranda
2. Grunt
3. Zaeed
4. Mordin
5. Legion
6. Garrus

"You think it can help?"

1. Thane
2. Samara
3. Tali
4. Jacob
5. Jack
6. Kasumi

Miranda's an oddity. She advocates destruction, but she's not grouped with all the other people who do that.  Instead, she overrides all the "Keep it" people.

Miranda also has priority over who pulls Shepard up in the end.

And Zaeed for some reason.

I had it so close in certain areas. I updated my post to reflect your findings, didymos.

Thane: ''This is Thane. We are holding but they keep coming. A quick exit would be preferable''
Jack: ''It's Jack. I'm tagging them as they come but...(Can't remember anymore)''

Does somebody also nows were the characters are placed during the hold the line cutscene.

For Example: Garrus,Zaeed,Mordin,Tali and Legion were holding the line.Garrus reported in, while Zaeed was firing next to him, Legion runs away from Zaeed but got shot and felt down, mordin was crouched in the middle and dies too, and Tali was shooting at the far end.

Based on my testing of who answers, there definitely seemed to be an order to it, but I don't even want to attempt to figure it out.  There are just way to many variations given who can be left behind and whoever's currently in the squad.

Jack answered for me last time. "It's Jack. I'm tagging them as they come, but I could use an extraction at any time."

I took Miranda & Thane with me on my last run through the game, and Jack says something like, "I'm tagging them as they come Commander, but feel free to signal for the exit anytime!"

Garrus says, "Holding ground, but it's getting hot! We through here Commander?"

I once left Legion to hold the line alone and his status report was (enemies are exceeding tactical predictions, critical error is the likely outcome).

and Jack also have another status report if you left her to hold the line alone or with 2 or 3 squadmates with her.

(we are screwed around here, your mission has gone sh*t Shepard, if I survive your dead).

Grunt is supposed to say something funny. I think it was:

"Shepard! It's goddamned glorius! I'm going to climb out on their bodies!"

More amusingly, that's what he says when the defense is going badly.
