Hold key to charge (few seconds) -> blue glow around shepard -> release for greater damage/duration/AOE... Severe cooldown penalty (double or whatever).
Of course this means things like wide/heavy singularity would need changing (well the difference never made sense in the first place) - instead have the option of insta-cast or projectile or something, and charge it up to make it more powerful.
Personally I feel that is simpler than creating another ability.
I like the idea of chargable powers. I would like it to be Uncharged = quick cast, low cooldown, slow moving but "bendable" around corners.
Charged = Slow cast (extended casting animation, meaning less time behind cover), looong cooldown, if not bendable then instant hit, if bendable then fast moving with a wider possible arc to a target.
If charge could be activated from the powerwheel then the lack of hotkeys wouldn't really be a problem for us consoleplayers. It would also be good for those who like using that pause to choose targets.
At the same time I like the focus ability too, and I've always felt that some variant of that should have been Jack's bonus power.
