If he can at least make the effort to adapt or build on what Wall and Hulick have created, then this might be an interesting turn of events. In any case, I hope he is not solely responsible for the soundtrack... maybe a few key tracks or just the credits.

ME1 excelled in its synth arpeggios, used in Liara's World and Noveria, and the more orchestral sounding pieces, like Sovereign's Theme, which didn't really mix electronic and symphonic elements at all.
ME2 did meld the different elements though, and mostly did a good job of it. It resulted in much bigger and more bombastic pieces. Especially on what i consider to the be Geth theme (it's used during Tali's missions and Legion's loyalty -- though also pops up in Suicide Mission).
Wall's a good enough composer, and i really liked his work on Mass Effect, but Mansell could potentially do something incredible.

Isn't that what happened in Modern Warfare 2 with Hans Zimmer? (I'm pretty sure I read that he just did some of the game's music, not all) Could be the case here.

Is Zimmer ever solely responsible for anything? He has a myriad of ghost writers, but Lorne Balfe was also credited on the MW2 soundtrack.

It doesn't seem like a great design choice to replace anything you kept consistent for the first two chapters in a trilogy, especially when that element was already excellent.

They did the score for the rest of the game, but not M4. That was done by the indie band Faunts.

As I've said, I do like Mansell, but I expect his music for Mass Effect 3 to sound like Clint Mansell music.
Now, if this really is a collaboration between Clint Mansell and Jack Wall and team, then my worries would be a bit unfounded. I don't mind some of Mansell's style being incorporated, as long as Jack Wall and team are sill onboard to keep it grounded in the style of the first two games.
I have to disagree about the importance of musical continuity. But I welcome and respect your differing opinion.

To be honest, I'm kind of happy about this. Wall of Sound did a good job at giving the ME universe its general feel, but having a composer of this magnitude for ME3 is a very good indicator about the general level of production values.
