Who says he does? He's the Champion of Kirkwall, not its Viscount. Laidlaw said that it's a sort of Citizen One, so he's very powerful and influential, but not a ruler.

ACHIEVEMENT....
I think each year you go up and up in the ranks, from commoner to Champion... probably passing trough being Viscount... that's my idea....
