If you run your crew military, Shepard would usually be in the vehicle commander role.  You would need a gunner and a driver to round out the vehicle crew.  Since the Mako days, I always pictured who would be doing what when I picked my squaddies.  (I bet they had to modify the gunner seat to accommodate Wrex.)
In ME2 my designated driver was usually Jack.  Most of the cutscenes seemed to me like the Hammerhead's being handled by a reckless and aggressive bitch.

Best:
Miranda - She has inbuilt airbags and seat cushions for safe and comfortable driving.

Garrus - If you have the patience for his seat and mirror calibrations he's an excellent driver, having enough reach for all controls in every type of vehicle.

Zaeed - He once drove a tonka into the mouth of a thresher maw and through the other side. No one except him in the tonka survived. (Kudos to iOnlySignIn for this idea.)

Ashley - "Nothing like a nice relaxing drive down the road... blasting poetry with my boombox."

Mordin - He's the very model of a car driving salarian / He's droven cars turian, asari and batarian / He's quite good at steering as a subset of car control / because he's an expert that has done a barrel roll / His racing trophies range from Formula to Nascarian / He's the very model of a car driving salarian

Average:

Jacob - He's a good driver but he's liable to being pulled over for possession of the "good stuff".

Samara - A very reliable driver. She never speeds, tailgates or does any other kind of traffic offence. However, she has the habit of teaching other road users the errors in their ways.

Jack - Bad case of road rage but her shockwave is useful for clearing the way in traffic jams.

Wrex - Shepard.

Kasumi - Pros: You don't need a car because she can acquire one easily. Cons: The previous owners of said car might call the authorities on you.

Kaidan - Driving was never a big focus at BAaT.

Worst:

Tali - Have you ever seen a road on the Flotilla?

Thane - The hanar didn't teach him to drive. He's very good at commanding submarines though. Also due to his photographic memory he was once employed as a speeding camera. That shot speeders.

Grunt - He's too young to drive. "ARE WE THERE YET?!"

Legion - Geth do not drive. It is ineffecient use of resources. They use high speed rail with windowless train cars.

Liara - Have you ever faced an Asari racing team before? No? Because there isn't one! But she can change the oil in your car. WITH HER MIND.

Probably one of the calm and old people on board like Samara or Wrex. I would also say Mordin if it wasn't for the fact that he would have trouble choosing the best way to drive. A true MAKO driver would know that the best way around a obstacle is always straight forward.

My Shepards always have Garrus pimp the MAKO so some of his coolness would be transfered to the ride. In ME2 Thane is also involved as a fashion consultant in pimping the Hammerhead.

Tela Vasir drives worst than Shepard, and she's an Asari Spectre. Liara lets Shepard drive, which means that she's a worse driver than Shepard too. Let's hope Samara drives well - but perhaps she would simply Pull her car into the parking space instead of actually parking it.

So, yeah. Perhaps there *is* no Asari racing team.

Thane certainly has the best fashion sense among all of Shepard's squadmates.

One of my favorite ME fanfics has a "Garrus piming the MAKO" plot:

Salarians seem to me like the space ver. of a Japanese driver.

Wait, Grunt...what are you doing? Stop! Sto-Aaauuugghh!

*WHAM*

VI: Large herbivores are no match for krogan drivers

We'd be hitting every last one of those weird centaur deer.

Maybe we should have Kelly drive. She already has the soccer mom hairstyle.

I don't get it. What are Japanese drivers like? They talk fast?

I hit those weird cows every time. If you hit them too often the VI would drone something about a future PETA reminding you that "animals are people too". One of the few joys driving the Hammerhead IMO.

Every time I get splashed by a thresher maw (or partially exploded by a Colossus when I use the Mako for cover while I snipe geth), all I can picture is the Mako getting picked back up by the Normandy and Garrus complaining because he has to fix it AGAIN because the STUPID Commander just HAD to go and take on a thresher maw, DIDN'T SHE?!

Zaeed is Italian. Does that count for anything? :D

On a more serious note, N7 is the future equivalent of Tier One, right? So Shepard should have had "high-risk operator" vehicle training. What happened to Vasir wasn't luck.

Sh*t, Shepard driving the Mako wasn't high risk, it was a downright deathwish.

^I love the Mako AND the Sky Car. The only vehicle I have problems with is the Hammerhead - it just doesn't feel like a real vehicle to me. And I never realized Zaeed is Italian! That's awesome! Shame he doesn't have an Italian accent.

@KenLyns: It was my roleplaying of someone who liked the boost function on the hammerhead a little too much.

It's all the mako's fault. I seriously love Garrus' face on the last panel.
