Khalid's dex/con are a minor consideration, compared to his pitiful str score. Yes, there are the gauntlets of ogre power, but there are equally the gauntlets of dexterity.
Khalid's hidden internal cowardice factor is the worst possible. It's far too easy for his morale to break and become useless to the party. All you need is to have a fireball that hits the whole party and the HP loss will trigger a morale check that he'll almost never pass...to say nothing of a party member getting killed.

That's what Jaheira's remove fear spell is for. Most enemies don't throw fireballs at you. For the few that do, do remove fear before hand (or even after his morale breaks, though I think preventative is better) and Khalid does just fine in my games. I play vanilla BG 1. Maybe you can't do that in your version of BG.
Also, almost everywhere on this site it says ranged attacks rule for BG 1 (which is true). You do not need high STR at all for ranged attacks to be effective. But DEX is helpful for ranged attacks, which Khalid has.
Really though it's just preference yes? Some players prefer fighters with high strength, but I like the high DEX in fighters so they aren't taking so many hits. I've taken Khalid many times to the final fight and he has been effective on the entire journey. He also usually has the most HP except for my PC if I'm a fighter type. I like high HP fighters.

It's a cleric spell. Jaheira got a few spells that she shouldn't have been able to cast as a druid, but in BG2 she only kept her Harper's Call (Raise Dead with HP penalty).

I thought mages have resist fear and clerics had remove fear.

At least Jaheira in BG2 has a raise dead spell. I find that very useful since after level 4 or 5 the druid levels up so quick up to level 13.
