Sabotage or lift, eh? Yeah... I could see that. They did stasis up for Liara, so I guess they could come up with something fresh (in ME2) for K.

Also, I didn't suggest Immunity for Ashley because it's perfect for Wrex if he ever has to join up even for just a brief time, imo.

They could always combine Damping with Sabotage into one power, cover all bases I suppose.
For Kaidan Pull, Warp, perhaps a passive similar to Miranda's(affect squad shields and power usage) and as a bonus power 'Dampo-tage'.
For Ash perhaps an ammo power, Carnage and the above posters' ideas for Overkill (increased weapon damage, fire rate etc. for short time) not sure about passive.

Concussive Shot- makes sense for her to have this power since she's a soldier
Incendiary Ammo- because squaddies need at least one ammo power
Upgrades- (Alliance Supersoldier- increased weapon damage or Alliance Leader- increased health)
Special/class Ability: Carnage- Would work like a more explosive version of Concussive Shot. Can be upgraded to Area Carnage (wider radius) or Heavy Carnage (higher damage)
Kaidan:
Overload- His primary tech power
Warp- His primary biotic power
Upgrades- (Alliance Biotic- improves biotic powers or Alliance Tech- improves tech powers)
Special/class Ability- Neural Shock or Barrier (since I don't think Jacob or Mordin will return as squadmates)

LOYALTY: First Aid: Gives health boost/makes regen kick in a lot faster(buff)
--Adrenaline shot: Lets allies regen up to 3x their health even when taking damage.lasts 30sec or until used up.
--Medkit: uber health bonus with less regen-time/lasts 3mins
Kaidan: Pistol/submachinegun
Cryo Blast
Sabotage: overheat enemy weapons for longer or causes adjacent enemies to catch on fire
Alliance Sentinel: Gives cooldown bonus and increases shield
--Alliance Bastion: gives highest cooldown bonus and shield bonus
--Alliance Nemesis: gives weapon damage bonus and skill damage bonus
Loyalty: Lift: increase area of effect, increase damage enemy takes, and increases duration per lvl
concentrated lift--Longer duration
mass lift--greater area of effect

Carnage would work but it's always seemed a little goofy. Your shotgun fires rockets?
Sabotage was just awesome and it really should be Kaidan's loyalty power. I think it should function like Kasumi's Flashbang Grenade though. Give it the same biotic/tech canceling effects plus the weapon overheating. Although, in ME2, don't enemies just reload when their weapon becomes overheated? That could be a problem.

Carnage is a Krogan power and I think Wrex would introduce this bonus power better
Overkill is just an underpowered version of AR and if other classes are allowed this bonus power it would take away from the Soldier class.

Yeah but only if Shep can choose those as a loyalty power. I want to have a hairbump on my femshep or have my manshep quoting poetry back at Harbinger when he is talking trash.
In all honesty I don't think we need to get anymore bonus powers from them right now. I think they should just get three reguiar powers...with one being protection based. I think that Kaidain would have throw, overload and tech armor. His passive would probably be in line with the cooldown option like Kasumi. I think Ashley would likely get concussive shot, cryo ammo and fortification. Her passive would be similar to Jacob's.
