I've just finished the Shadow Broker mission and I noticed Liara was not shooting much at all during combat, leaving me a little short-handed at times. She would go behind cover, but I saw her basically just standing there at times, without doing anything. I could still use her powers, but unlike my other squadmate (Miranda) she just would not engage on her own. Has anyone else also encountered this problem?

I just got done with it too, but did not notice anything she did use her powers. I guess I was soo into it I wasnt paying attention.

Squad AI can be a bit flaky sometimes. I've had squad-mates disappear or just stop fighting in the middle of a battle too, but fortunately it was few and far between.
Did she at least follow your orders? Like if you ordered her to cover or to use a power, did she do it or ignore it? If she ignored it then yeah, that was bugged.

She did follow my orders, only like you said stopped fighting in the middle of the combat. Kind of broke the immersion a bit for me. Like all in a sudden Liara has become a coward on the battlefield.

lol! I've had that happen repeatedly... mostly to Garrus. Which sucks cuz I love Garrus, but he's become a liability in the battlefield! Unless I "ASSUME DIRECT CONTROL", and then Garrus fights like he's been in war. Go figure.

I haven't had problems with Liara, but I've had problems with Garrus standing in the line of enemy fire and me having to yell at him several times before he'll go to cover and bloody stay there.

I've just had my second playthrough on Lair of the Shadow Broker again. I've encountered the same problem where in many parts of the mission she would just stay in cover and not do anything. I could still use her powers, but compared to the normal proactiveness of my other squadmates she definitely felt to be the odd one out. I had Miranda with me on both occassions, and she was so brave in combat that she used a couple of my medi-gels. I've since then checked on a couple of youtube videos and it looked to me that Liara would also occassionally just stay there without doing anything, even on that "other" platform.
The problem usually manifests like this: when Liara is moving around she would sometimes shoot like other squadmates do, however as soon as she has reached cover she would just stay there and would not pop out to shoot anyone, nor would she get to other positions like the other squadmates often do (often to the chagrin of many). This was the most obvious to me when I was playing the Shadow Broker boss, as I found that I was the only one shooting at him and she's just staying behind cover without doing anything. I'm starting to wonder if this is an AI bug or a design decision to make you do all the combat.
