Neutral: the old council structure is good enough - with humans, asari, turian and salarian we will make a powerhouse
Paragon: this old council concepts is sucks, let's make an Interstellar Alliance (like in Babylon 5) or Republic (like in Star Wars)

I approve! As long as all of those options are choosable and the game doesn't just choose it for you depending on your morality score. My pro human Shep wouldn't want to even see a human empire, it just would not be able to last that long, with all the aliens ganging up on the humans. However I would choose it once just to see a badass ending!

ajw - the Babylon 5 Council had the leading races: humans, narn, minbari, centauri and vorlon. Plus the Non Aligned Leauge with every other species. Each of the leading races had one vote - plus the whole Non Aligned League had only one vote. This changed at the end of the 4th, beginning of the 5th season when they founded the Interstellar Alliance - in this case all species had equal rights. For example to send their candidates to Ranger training. And of course every species had one vote, not just the leading races. (Of course humans, minbari and the other had leading position - but not because of the rules but bacause of their experience and political/military
power.) So the ISA's foundation in equal rights, this is the big change since the Babylon 5 Council.

Anyway I'm a huge fan of Babylon 5 series and I think there are a lot of common things between ME and B5. I hope Shepard can quote John Sheridan from B5 when he said to the elder races: "Get the hell out of our galaxy!"

This is a good opinion - one should be have to be an option at the end of ME3 if we can decide the fate of the council.
My opinion is this council thing is not working in this form - they are endangering the whole galaxy with their ignorance. (My main Shepard is Paragon but he let the old council die - not because their stupidity but the situation was hard and he couldn't risk Sovereigns victory.) So if the galaxy survives the attack of the Reapers and he can decide we will suggest a new, democratic system.
This council is simply blind and stupid, only Anderson can see what is coming - but he can't do anything with the council burocratic crap. Remember, at the ME1 they didn't let us to go to the Terminus systems because they though it could risk war with them - and voila, in ME2 we could do anything in the Terminus systems.
Plus there are no good excuses to exclude all other races from the council. Volus, quarians (the council is very hard with the quarians), hanars, etc. - no one has rights, everybody should do what the council says. At the beginning the council simply feared the humans and they tried to slow the human expansion - the only reason of the human seat is the Battle of Citadel. (Just read the Revelation novel - the council is simply jerk with the humans.)
So if the galaxy survives the Reapers this is the perfect time to change the whole system. In fact the council should resign after the Reaper attack because they didn't beleived in Shepard's word and let the attack happen without any preparations.

If the Asari, Salarians, and Turians are willing to play ball they can join us, if not they will be hunted and crushed until there is no hope for their species every recovering.
As you've no doubt guessed my vision of the Council's future has a very, very high body count.
