Scimitar. Any of the shotguns will work with cryo, but if you intend to freeze enemies without killing them in order to use them as cover then Scimitar is by far the best.
The other shotguns do too much damage per shot. They can accidentally kill the target you are intending to freeze. That's a problem if you are counting on the frozen targets cover for you life.
