You'll have to save him while on a mission. He will then temporarily join your squad for the rest of that mission.
Afterwards, you can invite him aboard the Normandy for a tour of the ship.

After discovering that his "wife" is imaginary, Conrad becomes a light-romance option for a Shepard of either gender. He never, ever leaves Shepard's quarters and, like the fish, will die without proper attention. Of course, you can convince Kelly Chambers to look after him, too.

He should be used as a distraction in one of side quests. Or you would have to sacrifice his life for the greater good in serious mission.
