This is pretty much spot on. Morrigan and Alistair were the first two characters you encounter, the most important to the plot and consequently they must be straight. I don't think Bioware would want to drive away players by creating a bi character that was important to the story. We already know Merril is important to the plot and is the straight only love interest. So the bi male love interest is definitely Fenris (if we encounter him second).

Though for the record I'm pretty sure you meet Varric before you met Anders.
I think it makes sense for Bioware to do it this way. I mean there was already a thread in the bioware forum (which is a self selecting group of people who imo are more open minded) complaining about the male Hawke being too gay (which I don't see at all). This way people who are so uncomfortable with it can just push the bi character aside and not miss out on anything important.
