As everyone well knows, he symbolizes the best and worst of humanity at the same time.
At best, he is not racist towards his own species (humanity) since there is only one race, the human race (the same applies to real life, there is only the human race, we have different traditions but we are all part of the same species).  He also sees the ineffectiveness of politics or the government when it comes to taking action, sometimes it is best to work outside of the system/government to actually get things done (even Shepard knows this, though he tries he still hasn't given up hope for the government).  He will make any sacrifice necessary to ensure the survival of humanity, even if it means performing immoral actions, good thing the Illusive man does have some, albeit very few, limits when it comes to being immoral.  He doesn't let idealism blind him or keep him from accomplishing a goal or completing a mission, as he elegantly stated towards the end of ME2.  He is something of a chaotic neutral persona type.  He smokes cigars and drinks good'ole burbon often, a man of fine tastes
no doubt.  He understands the power of perception, he constantly makes
it a point to show his agents/allies that he is truly Illusive and
powerful.
At worst, sometimes he will literally do anything, no matter how immoral, to get something accomplished, Shepard would never go so far.  Shepard realizes there are better ways to get things done, even if it makes the mission overly tedious.  The Illusive man is extremely xenophobic, especially after what the Turians did to humanity and after studying what the Salarians did to the Krogans.  He is essentially unable to set his xenophobia aside, unwilling to empathize with other species unless it furthers the goal of advancing humanity and ensuring humanities survival.  In other words, he will only go so far as to use other species for humanities gain, never truly being of peace or friends with them.  So technically he is a racist person, a supremacist, but thankfully not towards his own species (humanity).
