....well hopefully you havn't destroyed anything yet, but they recently updated the GUI for the points store(s). This seems to have caused a lot of problems (you can tell if you browse the forum you should have posted in - appropriately called Points Site Help), but yours is by far the easiest to get around:
There are two very similar virtual places to buy points (don't know why). The most well known is the Dragon Age store, easily accessed through Profile>Add Bioware Points. There used to be a payment option for EA Account Balance (or "Wallet") which is what the EA card credits - that option has not existed on DA Points Store since the update to the GUI. However, there's another points store, for Mass Effect - you can access this by trying to buy a Mass Effect DLC that you don't already own through the BSN that you can't afford with the points you have. This will present you with a site that obviously says "You do not have enough funds to complete this purchase" and there will be a button to click to "Add Bioware points". This will bring you to the Mass Effect Points Store; select 1600 points, continue, and there will be a payment option for your EA Balance...why it exists on this store and not DA's, i don't know. The points can then be used for DA DLC even if you bought them at the Mass Effect Points Store...just be sure not to buy the the Mass Effect DLC with the points you just obtained.
Haven't destroyed the game disks yet LOL. Those GUI updaters struck again because nowhere can I see a button to "Add Bioware" points at the Mass Effect location either. It looks like I can redeem additional cards or pay with credit card to make up the difference of the Mass Effect purchase (I don't really want.) Below is just the pertinant section of the page pasted here. BUT! I can see my $20 hanging out there in a virtual location! Yay!

Thank you Disurian for taking the time to reply. (Sorry for posting in the wrong spot before, but these forums seem to be "far flung." Your suggestion sounded like a good idea. And you were right this looks like the correct place to make this post along with the many, many other people who have had problems obtaining points for their games. (Forum mods really should look in to archiving some of this stuff since there a posts that are pretty old. But don't mind me. I'm just a little snarky after spending too much time trying to resolve what I thought was a simple issue. Boy, was I wrong!) If I am missing something here, don't hesitate to tell me. Would like to solve this puzzle.
PS. I was impressed with Live Chat through the Customer Service area at first. The last session (of 3) though left something to be desired since the person seemed to be responding based on a protocol that really didn't resolve my issue. He/she was less friendly than the first two people I chatted with who seemed to want to help me but didn't know how (maybe he was far off-shore, who knows?). The last guy kept wanting to give me a $15 coupon for my trouble but couldn't tell me how I could access the $20 from the Game Card. I couldn't get my $20 in EA points from a game card, you think I want to try to get $15 from a virtual coupon? I don't think so. Thanks for listening and apologies for the long post. Since I doubt I will be returning to this forum anytime soon (or buying any points for DLC..) =)
