Update: Yes, Varric is not an LI, along with Aveline. That being said, it doesn't mean we can't flirt with either of them, unless a dev tells us otherwise... And then there's the interest of bringing Varric back for DA3. Now let's look forward to that and keep on campaigning, people.

I believe a dev let slip that Cassandra and Varric would be important in DA3. However I never really followed up on that to see if it was denied as a misquote or downplayed. That said there is always hope!

You have served us well, friend. Though... we're not the same people as before, today has brought us new sorrows... but we shall endure.

Our hopes and dreams may be crushed but we shall move on, for I still expect Varric to be one the awesome companions in DA2 regardless of sexings or not. I can't say other people would say the same about their preferred love interest, though I doubt it at the condescending attitudes we receive.

Let the people celebrate that they got both love interests they yearned for instead of one, they will get their comeuppance when... actually, no. Resource limitations will mean they will always be pleased to, dammit. *kicks a can*

So much for enduring.

Just so long as we get to keep our shoes on.

If we do see Varric return I would honestly be surprised if he wasn't a LI . Assuming we don't learn something in course of DA2 that makes him being a LI 'impossible'. Doubly so if we are returning as Hawke. Varric returning and not having Hawke being the one able to romance him would feel odd to me but it'd be better than no one getting a crack at him!
