Yes, it is:

I only found one flirt option. It was during Varric's apology in case he betrayed you in the Fade.

Yeah, I guess it's not so much the words themselves as the tone of voice used on delivery.

He makes it sound as if you've requested something that he's just too much of a gentleman (in public) to follow through on (in public). And if I had my way, my Hawke would be asking him to do those sorts of things to her on a regular basis.

I just remembered a conversation between some men in the Hanged Man, which made me curious.
"So he comes down wearing nothing but his boots. We have a few drinks and everyone's laughing at him, but he doesn't care..."
"He was naked?"
"'Just airing things out,' he said."

I don't want to read too much into this, but really. Who are they talking about? Could it be... No, can't.. go.. there. I'll better go take a cold shower.

Not convinced Varric would do such a thing, but if he did he certainly wouldn't care who was laughing.

My favorite random conversation snippet at The Hanged Man is actually something Varric says to Hawke if you click his conversation icon for random dialogue: "My palatial suite at The Hanged Man is your palatial suite at The Hanged Man, Hawke. Make yourself at home." That's one I would definitely like to read into...

And yes, friend-fiction will have to suffice.

I missed most of the conversation, but the "Talkative Man" in the Hanged Man will talk to Varric if he's not in the active party, and Varric confuses the guy by talking in circles.

In that case, I guess I'll have to let Varric off leash for a while when my Hawke is there. I don't think I've ever yet let Varric leave the active party.

I went rivals with Varric in my latest game just to see how different he'd be. I would look up quests to get rivalry gains with him, but sometimes I had to fill in the gaps with being an ass in dialogue. *cries*

Here's one example of the same conversation taking on a different tone. (This comes up after you complete his personal quest in Act 2.)

"A Story Being Told" (Friendship)
Varric: "You have got to hear this, Hawke."
Varric: "There's this tale making the rounds ..."
Varric: "They're saying you single-handedly fought off a pirate invasion, at midnight, on the sacred ground of the chantry."
[Is that all?] Hawke: "Don't the stories mention my stunning good looks? What about my cunning wit?"
Varric: "No, they skip straight to the part about the loveable dwarf with the gorgeous crossbow and the heart of gold."
Varric: "I try to steer them straight, but you know how stories go."
Varric: "Just ... don't be surprised if people seem in awe."
[You're too kind] Hawke: "I guess awe works. A little reverence wouldn't hurt, though."
Varric: "You're beautiful, deadly, and hang out with fantastic dwarves. It would be a crime if people didn't talk about you."
Varric: "Anyway, I'll quit exaggerating before it goes to your head."


"A Rumor Making the Rounds" (Rivalry)
Varric: "They're saying that you and a band of pirates tried to burn the Chantry down in the middle of the night."
[Is that the best you can do?] Hawke: "That is a sorry mess of cliches. So much for the great storyteller."
Varric: "Oh, that's not my work. I'm shocked you can't recognize the difference, Hawke."
Varric: "I don't have to make up s*** about you. The truth is much more entertaining. Not to mention incriminating."
Varric: "I'm not spreading rumors. I'm just telling you which way the wind is blowing."
[You're too kind] Hawke: "It fills my heart with joy to know you're not telling people I'm sleeping with an ogre."
Varric: "Blondie is hardly an ogre! He's too puny."
Varric: "Anyway, all I'm saying is, don't be surprised if people look a little nervous around you."
Varric: "It's just the way the wind is blowing. I'll keep an ear to the ground and let you know if it turns ugly."

Yes, it is:

I only found one flirt option. It was during Varric's apology in case he betrayed you in the Fade.

I know female Hawke can, but I meant male Hawke.

On flirt options: there are at least two more flirt options besides that one. Varric never betrayed me in the Fade (I always had either Merrill or Fenris with me) and I remember I flirted with him. There is a hilarious one where Varric denies you and Hawke goes 'Once again Bianca comes between us!'

I am thinking of drafting a Varric meme for people to fill on DevART... I can get my sister to draw but if anyone here can do one with better questions, do send to me (catmonroe88 in the Varric Fan-club on dA) so I can make a folder specially for eet...

Any suggestions on what questions to ask..?

I think it needs at least 8 questions.

e.g (subject to change)
1) Friendship? Rivalry? Or neutral..?
2) What do you think is Varric's best physical feature?
3) What do you best like about Varric?
4) Which companion do you like Varric to banter with?
5) What do you think is Bianca's tale?
6) Best Varric moment(s).
