I was wondering if anybody could offer and tips and advice for doing an Insanity playthrough. I'm doing one currently on Hardcore, and I was wondering if I could start another playthrough and change to Insanity with a Character I have at Level 60?

I guess it depends on your class.
I just did an insanity play-through with an Infilitrator with assault rifle training on levels ranging from 49-59 (which means I have to do yet another play-through with that character to get to 60
). It wasn't really so hard; just tedious. A lot of enemies have health regen and immunity powers, so it can take a while to whittle down their health. This is especially so for Krogan enemies.
You'll probably find that toxic or flaming bullets are your friend, so Sledgehammer rounds and Inferno rounds are good. Get all of the X level SpecTRe weapons, and you'll be fine (the assault rifle with a Frictionless Materials X mod, a Scramrail X mod, and Inferno rounds can fire for a REALLY long time without overheating). It can be worthwhile to keep some Tungsten rounds around for dealing with Geth. I think they top out at VII.
Otherwise, learn to take control of your squadmates powers, so you can deliver brutal combos to take out shields and overheat weapons while you pour on the lead/fire/radioactive bullets.
Anyway, I didn't find insanity overly difficult. Just make sure to quicksave early and often.

As Interactive Civilian says, ME1 insanity isn't so much hard as tedious. Due to the length of time you have to shoot enemies before they die, "the best defense is a good offense" no longer really applies, so I think you'll find biotic crowd control powers (Lift, Singularity) to be very helpful. Warp is also great for countering enemy's use of Immunity.
Using an existing character is definitely a good idea, otherwise it actually will be quite hard in the beginning.

It's best to start at Level 60. Also, to confirm, the ME1 Insanity is tedious and cheap. Not difficult; just so cheap that it's bordering on stupid. But it's very doable.

It's funny. On Insanity, I was able to kill husk-Saren at the end, faster than I could kill almost any given Krogan warlord elsewhere in the game.
Glad I got the achievement, and now I'm sure I'll never play on insanity again. It's just not that fun.

I think Insanity was meant for level 40+, because around that time fighting Krogans for me became sane.

It's not too hard beat the game on insanity. Get an advanced specialization choose barrier, geth shielding or fortification pick the solder class so you have enough ammo too bunker down make sure your upgrading health, shields, and weapons regularly and that should be all you need too take on the impossible.

Start at high level and save often. I did it with a soldier that started at 58th level.

Soldier or Infiltrator should be good choices due to immunity. I've done hardcore with no trouble as a lv 50 shock trooper soldier and I'm about to try insanity with my lv 56 bastion adept.

I avoided Insanity for about two years because I couldn't be bothered with the hassle of it/thought I would suck at it, but it was seriously a walk in the park with a level 60 character (I was an Infiltrator). I think I died 6 or 7 times in total, 3 of those being randomly dropping dead on Feros with no enemies around. I kept Liara and Wrex/Kaidan with me and it was all good.

Once you go through the pain in the behind time sink that is insanity on ME1 you will drop back to Veteran or Hardcore and actually enjoy the game again for the story. It is very doable but as so many others say, it is boring because of the way they made enemies health work. Lift, singularity and warp are all VERY good ideas and the higher the level character to play the better.
I now NEVER play above hardcore unless I am trying to make a point or see something in particular on it.

The tactics used depend on your class and preferred squad, and the key is preventing the enemy from using those annoying powers, so Damping and Biotics are essential on Insanity. I prefer running as a Shock Trooper with Wrex and Tali, or Tali and Liara the most.

Its easiest with a vanguard, but its also quite easy with Infiltrator, soldier and adept. Sentinel and Engineer are a little bit trickier, but only by a little.
For a bonus talent, try grabbing singularity its your best friend.
