TIM's appearance may be inspired by Martin Sheen's but it's definitely not a scan of him. I've played this game so many times, and not once did I think his face could be based of Sheen. Besides, Martin Sheen's face may be somewhat similar, but his body shape is completely different.
Michael Douglas would be a great substitute I think.

Likewise. Regardless of whether Michael Douglas or Martin Sheen looks the part better, Sheen already lends his voice to the roll and is a close enough physical match that it would foolish to go with anyone else...unless he wasn't able to do it.

I would hope they would try and get most of the voice actors as their respective roles, and do their best with make up or CGI to have them look the part.

I thought tim was supposed to be like 40 or 50. So if you pick a geriatric like michael douglas why not just pick the voice actor who happens to be a pretty good movie/tv actor as well

Martin Sheen is too robust and not high enough. Douglas has almost the same body and the face shape is practically identical. Also, Douglas has a very similar voice so the feel of TIM wouldn't be lost.
