An "uproar" for who, Bioware, or the fans? All they did was remove false downloads, which is exactly what they should be doing so that the same few thousand people aren't continually downloading and redownloading to pad how many "people" actually downloaded the demo.
If anything, they should have simply put a restriction on how many times you could download from the same IP per hour or 24 hour period. They couldn't really block the IP after a single download, because it would prevent people with legitimate problems from getting the demo again unless they were simply ushered to an alternate link that's specifically setup for those who are trying to download again.
And the people arguing about Bioware's wording on "downloads" need to get a grip. It takes all of a second to realize exactly what they are talking about. They probably didn't worry about semantics because they were being naive enough to not even believe this problem of the same people downloading multiple times would surface in the first place. Congrats on having their faith in you misplaced.
