1) Fully describe the problem.
a. The "daupdatersvc" does not start when it should.
b. I installed the Ultimate Edition OVER an exisiting "DA:O/A + Almost All DLC" installation. (Got a great deal on the UE.)
c. The "daupdatersvc" Windows service did NOT get installed, so the original DLC was showing as "unauthorized" on my "Installed Content" screen, and all the UE additional content was listed as "Available Content".
d. Followed the instructions found in the "Redeemed DLC Unofficial Troubleshooting and FAQ (PC Only)" thread in this Forum (link: http://social.biowar.../58/index/81613, and followed the procedures described at Section "..3.2.3" to manually install the "daupdatersvc". It worked fine, and using the "net start" command got it running. Everything (including the DLC I had not previously installed) now appeared correctly as "Enabled". Should have been the end of the issue, but...
2) Include steps to reproduce problem.
a. Even when started manually, "daupdatersvc" stops as soon as I exit the game, and does NOT re-start when the game does.
b. System is: Win7/64-bit, 8GB RAM
3) Steps to work around.
a. I have to manually start the "daupdatersvc" Windows service before I launch the game EVERY TIME. Otherwise, all the DLC is again tagged as "unauthorized".
b. I have tried setting the service to both "Manual", and "Automatic" start, but that doesn't seem to have any effect. The "daupdatersvc" service does not start until I go into "Services" and do it each time.
4. Visual aids: None.
5. Provide regional information: US, PC, Ultimate Edition, boxed-set (2 discs.)
I'm comfortable edting the registry and other technical tasks, so any help would be appreciated!

Seems that between installing the UE on its own drive, then uninstalling it and reinstalling it over my original DA installation, the DAUpdatersvc didn't get configured with the right permissions.

What is supposed to happen: Service starts when dragon age is run, quits when dragon age quits. So the service uses no memory if you are not playing.
How stardock installed the service: Service starts when WINDOWS starts, quits when dragon age quits. So the service wastes memory before starting dragon age, and if you stop playing you cannot do so again until you reboot windows.
[My situation was slightly different. I had to start the service "by hand" every time, and it would stop when I exited DA, reagardless of the "Strartup Type" parameter of the service.]
So to fix it you [run] cmd.exe, the windows command processor, (as administrator under Vista or Windows 7 due to User account control).
[Then] You enter the following commands:

[Then, to make sure that the service is set to "Manual" startup:]

The first allows dragon age to start the service itself, the second prevents it from starting whenever you boot windows.
