I must admit, I was disappointed with the loss of Time Stop. I don't really see why it is so much different than any of the "Hold <whatever>" spells, except it allows no save and ignores spell resistance. Those are easily rectified.
As for it's use in PW situations, that would be easily overcome by granting it an AoE and so treating it as a very powerful "Hold Everything" spell within that radius.
Regards the question of 'balance', balance for who? Is it the job of the DM, or builder, to make it a 'fair world' for everyone? Or is it their job to allow the character class the player(s) want to use, to be utilised to it's fullest?
Who is meant to be the one having fun?
Onle that it doesn't work like that in DnD 3,5 ed. which NWN2 follows. It has been "nerfed" by the Pen and Paper system designers first, so really you should blame them. Yes it exists there. But 1,5 round for free buffing doesn't seem so awesome for a level 9 spell, does it? You cannot make any physical interactions with the "frozen" world, you cannot attack enemies, cannot cast spells at them... I'd say Ethereal Jaunt is better in every way then 3,5 ed. TimeStop. So really, the fact that it was cut makes no difference really.
