I'm unable to purchase points.  Reason being, there is no option under the billing address to choose a FPO-AE address. 

I'm overseas right now and have my mailing address as stated above.  This is not a option anywhere.  I talked to Nathan via ea live chat but he was not sure if this has even been brought up.  He instructed me to make a post as he will also forward the issue up his chain.

If the techs can give some feedback i would appreciate it.

I know a work around as I have an APO address for Korea. Just select the country your actually in i.e. Bahrain. It then gets rid of the dropdown menus and lets you type AE for the state. You will be charged in local currency.

I wonder if that is also going to work for cuba..with the trade embargo and all
