If they ALL looked like the special ones from DA:Awakening, [the acolytes or whatever] that is to say, pale-skinned with rows of sharp teeth and facial scarifications, they would look badass and not like orks at all.
So put me in the camp of "They could look way better and more terrifying, and still not look like the ork wannabes from DAO"
Currently the DA2 Hurlocks are neither frightening nor impressive. They look stupid, especially with the low-res coif.

The new hurlocks do seem to be showing rather a lot of skin. I've seen people wearing similar outfits IRL, but they were dancing in cages at an acid rave.
All I'm saying is that I wouldn't be surprised if the new genlocks wear nothing but studded leather jockstraps.
