Is there any way to look for people to work on projects?  I can't find anything other than the VO database thing?

I would create a project page on here first describing your project and from there put modders needed. After all that simply advertise it on here on the toolset board and on your signature.

There isn't one you have to find them the old fashion way. Do it right here on your post advertise what you have and maybe soon who is interested will see it.

Click on friends->find more friends and do a search for whatever skill you want. then it's up to you to convince any free modder to join force with you.
