The problem I've been having for a long time now is that a lot of bioware correspondence to me keeps getting sent to my old email, try and try to update this, I can't, I've made a new account, but a lot of my stuff is still tied into the account I had with my last ISP (not possible to contact them, legal issues).
If it is at all possible I would like to keep all of my games, destroy any record of my old email account, and merge it with my new one.
I refuse to buy cerberus network again, it is something I should have got with my box, but since it had been used by the previous owner and taken back to the store within seven days, I missed out, I just baught it again, only to have this happen, if nothing gets done about this, I will not be playing Mass Effect 3, cause I'm succesfully getting burnt bad by bioware here, even my dragon age account is not yet updated to my new email, and I'm sure I've missed a bundle of important emails....

if it takes days and days to recieve my bioware points, or redeem the code for the cerberus network then sorry, but I recieved no reciept or any form of correspondance in my email, the money just disappeared from my account, and the game is still asking for some code.

You were not burnt by Bioware, or even EA in this manner. You were
burnt by your retailer. Did they inform you that it had been a
purchased-and-returned game? If not, then you have to seek redress from them. If they did inform you, then its a mistake that you made in assuming the code was valid.
There is nothing that can be done from these forums in regards to your account. As the forum description clearly states, these are user to user tech support forums, and official support is handled by EA. You will have to contact them again to get them to merge the information from your old account, to your new one.
Mass Effect 2 PC Technical Support (Spoilers Warning)
This forum is for fans and owners of Mass Effect 2 on the PC to assist each other with technical questions. Official game support is provided by Electronic Arts, but fans are encouraged to try to assist each other here.
As for your threat not to purchase ME3, most people here wouldnt care. The problems you are having, all seem to be directly related to your ISP, your retailer, and your failure to read the forum description. Not the game, not EA and not Bioware.
