Hawke is actually a fictional character which Kirkwall made up for notoriety, the entire story is made up by the citizens of Kirkwall just so they'll become a powerful city and not be some low-life city in the Free Marches.
The citizens of Kirkwall also like to believe that it's true, even though it's not because they are delirious.

Varric admits this to Cassandra in the end. Cassandra decides that to save the land and the chantry she must become the real champion of Kirkwall. This leads to the expansion 'Cassandra of Kirkwall'. Should you wish to play a male champion there, it turns out that (s)he is a really good transvestite.
