What do you mean, both? It's never all-human, under any circumstances. If the council lives then you keep the same council, but add a human. If you read Ascension the Migrant fleet sent ships to search for a dormant reaper maybe perhaps they found info on the LoD and the sacrifice has somethingto do with the migrant fleet hmmmmm

If we are to believe that future DLCs will be a tie-in to the ME3 state of things, or at least a hint of the events that lead to ME3, the sacrifice could be substantial. Or, at least, the missions we get to play from now on will bring important developments to the universe (as in The Shadow Broker). Either way, I can't wait for the Arrival's arrival ^^

Everyone hates every President in the US. More broadly, everyone hates every politician. Case closed.
I liked Washington and Jefferson. Could have made the system better, but hey, its better then anything anyone else implemented so far.

^^This. Really there's no point in their collective marketing departments (MS, PS3 and Bioware) to keep so tight a lid on this now. We all know its name and that its coming. They got to give us something at GDC.

Unless the illusive man gets replaced by zombie hitler, he's not really much of a sacrifice to alot of people.

1) No its not. The president is intended to be a civilian leader of the armed forces in times of war, the guy who apoints the people in charge of the federal beurocracy, the guy who selects candidates for the Supream Court, and the guy who can veto legisaltion that they view as bad (supposed to be used sparingly). There is not supposed to be a "leader" of the US. Granted, it is probably the single office with the most power, but most of that power was added after the system was created. Still, the president is not supposed to be the man "in charge" of the government or the country.
2) Right... but why would non-humans follow humans if they had no autority to lead AND were greatly disliked to boot?
