To me, this seems plausible as it offers a valid reason as to why only one planet seems to have been attacked and it leads directly into the third game. Maybe Object Rho is an artefact capable of closing the relays? Or diverting them to one specific point in space at least.

The things is, the Reapers can't use the relays to get into the galaxy. Otherwise, they would have already done so. The Citadel is the only relay they can use from dark space, and that is out of their control. They have to enter the galaxy by other means.
As for Arrival's announcement, I think we'll hear more about Arrival a week or two after DA2 comes out. I don't think Bioware wants the Arrival to steal DA2's spotlight.
