Remember when people talk about not being detected on the rescue mission ??
Notice that on the screenshot, you'll see 2 interaction panel in the locker (hard to see but if you look carefully, you'll see it, colored blue) and the green button near the window (control panel??) which only appears IF SHEPARD IS IN THERE, AS ONE OF THE MERC...!
My speculation is that Shepard will disguise himself as a merc (or Batarian, though I don't know how he/she will make him/her sounds like Batarian) to slip trough the facility undetected and enter the holding cell without getting noticed
Also...as I said before both the Locker and the button have the interaction panel in it, which means if Shepard is one of the Merc...he/she has to be the merc INSIDE THE HOLDING CELL, since if he/she is the one outside, the interaction panel in the locker shouldn't appear

My gut says it's a Batarian in the foreground since that armor is the armor the Batarian (Moklan) on Omega is wearing when he greets you, but that helmet contradicts that.

Actually those blue boxes appear whenever you look at something you can interact with, no matter how far it is. Also, the red box indicates that Shep is trying to press the green button, but he is not allowed to/ is not close enough to activate it. So if anything Shepard is behind the viewpoint from which the screen was shot.Greatsultan wrote...

Oh and after zooming in and looking closer at the pic, I've concluded that the armored dudes are indeed the oh-so-lovable batarians.

Good thinking overall, and fairly convincing argument except for this one detail (which doesn't change the nature of your argument, Shep could still be one of the mercs). In ME2 objects with which you can interact will be highlighted if Shepard can see them through a window. Sometimes they will even be highlighted through walls, though that's rarer. So Shepard could be the outside merc and it would still highlight the inside object.Greatsultan wrote...

Technically, that's true. However, that's a pretty clear view in that screenshot. I don't remember many windows outside the Normandy that would be so clean.
Still, it is true that on Mordin's loyalty mission, among others, you can see the boxes even when you can't see the switch.
