Apparently Shepard gets to choose between two distress calls, with the one chosen as the one to be saved eventually. I would assume that the other distress call is what this sacrifice is directed at.
That appears in a bunch of the DLC tlk files. It seems to just a be test scenario they had at some point that for some reason gets appended to the files. If you want to see what I mean by test scenario, here you go (this is the order the strings appear in the tlk files, not how it'd work if you could play it). Some are obviously dialogue wheel selections):
